MILTON — Human remains were found in a shallow grave after a tip to the Santa Rosa County Sheriff's Office led deputies to a 7796 Highway 4 address in Jay. This is the same address where SRSO Deputy Kevin Dalgleish shot a naked man who pointed a crossbow at him at a domestic dispute call Oct. 20 of this year according to Northwest Florida Daily article dated Dec. 12.
Glen Phillips, the man brandishing the crossbow was shot once by the deputy in the right armpit and survived. The Office of the State Attorney found the deputy to be justifiable in his actions. Sheriff Johnson did not mention the Phillips case during a press conference on Tuesday. The two cases do not appear related.
Sheriff Johnson said the sheriff's office received information on Dec. 14, which led them to execute a search warrant at the Jay address. Deputies searched until Sunday when they, along with help from the UWF Anthropology Department and the State Attorneys Office, found a shallow grave in a wooded area with human remains.
"All indications point to the remains belonging to Felecia Kuswandy," Johnson said.
Kuswandy was reported missing in May. Johnson said Kuswandy was from the area and believed she stayed at the address but did not know where she lived. She was 38 years old at the time of her disappearance and had children, one child believed to live in the Jay area. Johnson did not divulge personal information due to the ongoing investigation, which is being treated as a homicide.
Johnson said only a small portion of remains were uncovered and they will not be 100 percent sure of the identity until the remains are fully exhumed and an autopsy and DNA tests performed. Johnson anticipated having the remains ready for examination by Monday evening.
More information will be released as the investigation continues, Johnson said, and welcomes any tips from anyone with knowledge of the disappearance of Felecia Kuswandy. Call the sheriff's office at 983-1100.
