JACKSONVILLE — A nearly $12 million contract has been awarded to a Louisville, Kentucky, small business for Base Operating Support services at Naval Air Station Whiting Field and outlying areas.

The contract, awarded March 12 by Naval Facilities Engineering Command Southeast, includes a base period and seven option years that could put the value of the contract in excess of $96 million.

The new contract begins April 1. It includes facility investment, pest control, grounds maintenance and landscaping, pavement clearance, utilities management, electrical, wastewater, water, base support vehicles and equipment, and other related services.

“NCS/EML SB Joint Venture LLC was chosen using the Best Value Source Selection procurement method,” said Rebecca Jones, a NAVFAC Southeast supervisory contract specialist.

“The objective was selection of a contractor whose overall proposal demonstrated the best value to the government based on technical factors, not necessarily the lowest price. We received eight proposals for this contract and NCS/EML SB Joint Venture LLC was evaluated as the best value.”
