MILTON — Detectives with the Santa Rosa County Sheriff’s Office Major Crimes Division arrested a Florida Department of Law Enforcement agent on two counts of sexual assault/battery and two counts of lewd lascivious behavior on a victim less than 12.
Charles Calvin McMullen is currently in the Santa Rosa County Jail; he is held on a $1,500,000 bond.
On Oct. 28, Santa Rosa County Sheriff’s Office deputies responded to a complaint at the Santa Rosa Kids' House in Milton. There, a Families First Network caseworker reported an 8-year-old boy said McMullen frequently touched him "downstairs on his private part," according to the arrest report.
The investigation led to a second alleged victim, another 8-year-old boy. Stephanie McBride, a certified forensic interviewer, conducted two separate interviews of the victims.
The first boy said McMullen touched his private parts and sodomized him. He also said oral-genital contact happened from McMullen to him and vice versa. The victim said McMullen made him touch the other boy on his genitals and said he "never wants to touch boys like that again." He said the first incident occurred when he was still 7 years old.
The second boy, speaking to McBride at the Santa Rosa Kids' House, described similar activity that allegedly occurred at McMullen's residence. He said McMullen touched his private parts. The second victim said when he would tell McMullen that "he doesn't like to be touched that way," McMullen would stop and make the first victim "'rub' Charles' private part."
“The two children have not had contact with each other since the first victim initially reported the inappropriate touching to the FFN worker, (and) neither one knew that the other had disclosed the abuse,” the report stated.
Keith Ann Campbell, Santa Rosa Kids' House executive director, said the allegations stunned SRKH workers. McMullen used to work out of the SRKH for the region's Internet Crimes Against Children department.
